EPA RMP Readiness
Two federal exercise deadlines. One regulation. Northline helps RMP-covered facilities close the gap with documentation that holds up to a federal inspector.
What 40 CFR 68.96 Requires
The EPA Risk Management Program applies to stationary sources storing or using prescribed quantities of hazardous substances. Recent amendments tightened emergency response exercise requirements: annual notification exercise, tabletop exercise on a defined cadence, and field exercise (functional or full-scale) at least once every ten years.
Who Is Covered
Any US stationary source with a Program 2 or Program 3 process under 40 CFR Part 68. Common industries: ammonia refrigeration, chemical manufacturing, fuel and propane terminals, oil and gas, water and wastewater (chlorine), food processing, pharmaceuticals, industrial manufacturing, power generation.
The Deadlines
Annual notification exercise: required every calendar year for Program 2 and 3 sources (40 CFR 68.96(a)). Tabletop exercise: required before December 21, 2026, then every three years (40 CFR 68.96(b)(1)). Field exercise: required before March 15, 2027, then every ten years (40 CFR 68.96(b)(2)).
How Northline Closes the Gap
Northline is led by operators with fire, emergency management, and hazmat backgrounds. Every engagement produces documentation built for the federal inspector. Findings link to your plans, exercises feed your readiness portal.
